Colonel (Retired) Jimmy L. Davis, Jr.

Colonel Davis began his military career on 15 January 1966 as an Administrative Specialist in the 116th Military Airlift Group, Dobbins ARB, GA. He served in this capacity until July 1974 when he was reassigned as a Personnel Technician to the Human Resources Office of The Adjutant General. In August 1978, Colonel Davis was commissioned as a First Lieutenant as a Personnel Officer. He held various positions within the Human Resources Directorate. From August 1993 to November 1996, Colonel Davis served as Commander of the 116 th Mission Support Squadron. In 1996, the unit received the Outstanding Unit Award from the National Guard Bureau. During the 1966 Centennial Olympic Games, Colonel Davis was selected by The Adjutant General to serve as the Military Venue Officer of the Georgia Dome where he commanded 200 soldiers and airmen.
In September 1996, The Adjutant General appointed Colonel Davis as the Director of Human Resources for the Georgia Department of Defense (GA DoD). In October 1996, The Adjutant General appointed Colonel Davis as Chairman of the GA DoD Human Relations Team (HRT). He selectively appointed 30 diverse members to the HRT consisting of technicians, Active Guard/Reserve and traditional members, and State employees. As a result of Colonel Davis' leadership with the HRT, the GA DoD won the first National Guard Bureau Diversity in Excellence Award in 2002.
In 1997, The Adjutant General appointed Colonel Davis to the HQ 21 Change Management Team (CMT). He provided outstanding support to the HQ CMT regarding civilian and military human resource management issues and manpower planning and programming. As a result, The Adjutant General's Joint Staff and HQ STARC were reengineered into a more streamlined and efficient high performance organization. Colonel Davis served as one of seven Human Resources Officers who comprised the National Guard Bureau Human Resources Advisor Council (HRAC) and was the HRAC Liaison to the EEO Council.
In March 1998, Colonel Davis was promoted to the rank of Colonel in the Georgia Air National Guard. In 2001, The Adjutant General appointed him to the GA DoD Oglethorpe Award Assessment Team to develop the narrative for Category 6, Human Resources. The Human Resources Category received high marks, and the GA DoD won the Oglethorpe Award for organizational excellence.
Colonel Davis chaired the State's manpower team that developed the first blended wing [116 th Air Control Wing (JSTARS)] military and full-time manning documents that consisted of Air Force, Air National Guard technicians, Active Guard/Reserve and traditional members and Title 5 federal civilians. He is a certified National Guard Bureau Hearing Examiner who heard adverse action and grievance cases for other state Adjutants General.
In September 2003, Colonel Davis was selected as Director of Human Resources for the National Guard Bureau Headquarters, Washington, DC. In this position, he provided national civilian human resources policy, oversight and consultation to all states, territories and the District of Columbia. Colonel Davis was also responsible for negotiating and consulting with four national labor unions in the National Capitol Region and testified before Congress regarding civilian human resource policies and funding. On 7 December 2006, Colonel Davis retired after serving 40 years and 11 months of faithful and honorable service. He was promoted to the rank of Brigadier General upon his retirement from the State of Georgia.
Colonel Davis has been awarded the National Guard Bureau Meritorious Service Award on two occasions; the Legion of Merit Medal with one oak leaf cluster; the Meritorious Service Medal with two oak leaf clusters; Air Force Commendation Medal with one leaf cluster; Army Commendation Medal with one oak leaf cluster; Air Force Achievement Medal; Air Force Longevity Service Medal with seven oak leaf clusters; Republic of Vietnam Gallantry Cross with palm; Armed Forces Service Medal; Global War on Terrorism Medal; National Defense Service Medal; Armed Forces Reserve Medal; Air Force Reserve Meritorious Service Medal, the distinguished Georgia National Guard Oglethorpe Award, Georgia National Guard Meritorious Service Medal., Florida National Guard Commendation Medal; Montana Distinguished Service Medal and the Mississippi Magnolia Cross Medal.
Colonel Davis is a graduate of the Air War College, Air Command and Staff College and Squadron Officers School, Maxwell AFB, AL. He also attained an MS Degree in Governmental Administration from Georgia State University and a BA Degree in Business Administration from Kennesaw State University.
